Making older persons visible in the sustainable development goals’ monitoring framework and indicators

In 2015, the world reaffirmed its commitment to sustainable development by endorsing the 2030 Agenda for Sustainable Development and its 17 SDGs (2030 Agenda). To reach older people – an important, heterogeneous and growing population – and to create visibility in global and national policy and accountability mechanisms, a closer examination is needed of the kinds of data collection mechanisms and methods, and types of data collected to measure each SDG indicator relevant for older persons, including existing levels of disaggregation, analysis and dissemination. This WHO report is co-sponsored by the United Kingdom Office of National Statistics and the Ghana Statistical Service and reflects one of the major outputs for the Titchfield City Group on Ageing and Age-disaggregated Data Conceptual and Analytical Working Group. The report provides concrete examples of indicators and learnings from 20 National Statistics Offices (NSOs) on SDG indicators relevant for older people that are already being collected. Shared experiences from NSOs around the world demonstrate that disaggregation of data is possible, and that this information is useful to indicate the diverse experiences of older persons. More

The State of Ageing in Greater Manchester 2024

This report is a collation of the most relevant and contemporary data and evidence on ageing in Greater Manchester (GM) available in the second half of 2023. It is intended to inform those working in policy, service delivery, and communities across the city region on the challenges and opportunities experienced by people in mid and later life now and in the future. Wherever possible, we have used sources that relate specifically to GM residents, referencing sources only available for the North, England, or the UK where we are confident that the findings are relevant to our population. The State of Ageing in Greater Manchester provides the evidence base for the Combined Authority’s refreshed Age-friendly Strategy, which sets out what needs to happen over the next decade to make GM the best city region to grow old. While recognising the importance of all of the determinants of good ageing environments as set out in the World Health Organisation’s (WHO) age-friendly domains, we have collated the evidence under three of the GM Ageing Hub’s key themes – Economy, Work and Money; Places; Ageing Well; with the addition of a smaller section covering the cross-cutting theme of Digital Inclusion. The Strategy will have a further theme – Working Together – which articulates how we intend to grow the ageing ecosystem and how a collaboration between partners in the public, private, voluntary and community sectors can maximise the impact our work has on transforming people’s lives. World Population Ageing 2023: Challenges and opportunities of population ageing in the least developed countries

World Population Ageing 2023 examines the potential of Least Developed Countries (LDCs) to benefit from a demographic dividend as they are transiting from higher to lower levels of fertility and mortality that yields a period of rapid population increase, and, eventually, an increasingly older population. Through an analysis of demographic, social, economic and health-related indicators, as well as associated policies and investments, the report assesses the challenges and opportunities of translating favourable demographic trends into economic and developmental gains. A comparative study of LDCs in the Asia-Pacific region and in Africa, with a focus on Angola, Bangladesh and Rwanda, provides insights into the challenges and opportunities that arise at various stages of the demographic transition. The report concludes with a summary of key findings and policy guidance to help countries maximize the potential benefits of the demographic dividend to support their efforts to prepare for population ageing. More

Final Report: UNITAR's Mainstreaming Knowledge on Ageing virtual roundtable series 2023

This report sums up the learning outcomes of UNITAR's Mainstreaming Knowledge on Ageing virtual roundtable series, run in 2023 as the second round. This round took the theme of 'Bridging paths towards strengthening protection and participation', with an emphasis on the notion that accessibility should not only be associated to persons with disabilities but with a wide spectrum of barriers that can affect different generations while ageing. Longevity Economy Principles: The Foundation for a Financially Resilient Future

This report, developed by a consortium of leaders from finance, health, academia and government, offers a strategic approach to the challenges and opportunities of an ageing global population. It proposes principles aimed at ensuring the financial resilience of all generations amid diverse national systems and goals like financial security and healthy living. By 2050, the global population aged above 60 is projected to more than double from 1 billion in 2020 to 2.1 billion, underscoring the urgent need for strategic approaches to ageing. The report tackles sensitive issues such as ageism, gender pension gaps and socioeconomic disparities in retirement savings. Emphasizing the need for difficult discussions about mortality and finance, it calls for a unified language and clear direction. The report also advocates for a holistic approach that balances health, financial stability and social considerations, and underscores the importance of collaborative, multistakeholder engagement focused on individual needs. The aim is to build sustainable, resilient solutions for the rapidly ageing global demographic. More

Through research, older adults consistently highlight the lack of available information on sexual issues for the over 50s. The website Age, Sex and You has been designed to meet these needs. It provides general information, all in one place, about the sexual changes that can occur with older age. It can be difficult to talk about sex because it is a private topic, and sexual health campaigns rarely include older adults. As a result, there is a silence around the sexual issues as we get older and a need to improve sexual health awareness in this area. Age, Sex and You is a public health website that is free to use. It aims to support healthy sexual ageing for the millions of older adults to whom sex and intimacy are important. More

UNECE Active Ageing Index

Active ageing is a multidimensional concept referring to a situation where people continue to participate in the formal labour market, engage in unpaid productive activities (such as care provision to family members and volunteering), and live healthy, independent and secure lives as they age. Active ageing policies thus need to address this variety of dimensions: enable possibilities for longer working life, ensure social involvement, encourage healthy lifestyles, and provide opportunities for independent living for both men and women. Monitoring such policy implementation requires a comprehensive tool that encompasses the multitude of aspects of active ageing. The Active Ageing Index (AAI) is such a tool. It captures various facets of active ageing: it measures how much of older men and women’s potential to contribute to the economy and society is used and to what extent their living environment enables them. They contribute by working, volunteering, providing informal care, living independently, and staying healthy. AAI offers a flexible framework that can be applied to different countries and at national as well as subnational (regional and local) levels. It depicts the current situation and highlights the areas where future gains can be made. A country might have high results in one domain, for example employment, with relatively low results in another one, such as independent living. This signals that matters enabling independent living need particular attention. More

ILC-UK Healthy Ageing and Prevention Index

Investing in people’s health is vital for everyone’s wellbeing and to ensure that we can truly benefit from the “longevity dividend” that could result from an ageing population. Yet we know that across the globe, action and investment in healthy ageing and preventative health continues to lag. This is where the Healthy Ageing and Prevention Index comes in. It ranks 121 countries against six indicators: life span, health span, work span, income, environmental performance, and happiness. This allows us to compare how sustainable different countries are, both in terms of longer lives and the extent to which their governments are investing in efforts to prevent ill health and support healthy ageing. We know prevention is better than cure. We know what works. Now we need to see action. More

Global Coalition on Aging Bone Health Initiative

The Global Coalition on Aging Bone Health Initiative was convened in 2022 to address the importance of bone health on the global public health agenda. Experts project that half a billion people will soon be living with osteoporosis, which weakens their bones and increases the risk of fragility fractures – fractures that occur because of weaker bones. Every 3 seconds, an older adult suffers a fracture, resulting in an estimated 9 million fractures globally every year. Approximately 33 percent of women and 20 percent of men aged 50 and older will experience osteoporosis-related bone fractures. More importantly, we know that individuals who sustain fragility fractures ddare a readily identifiable group at high imminent risk of sustaining second and subsequent fractures. More

AgeFriendly.org is a data-driven technology platform that aims to provide trusted content about the aging journey, help validate and elevate all things “age-friendly”, and invite older adults and caregivers to share reviews and ratings about programs, businesses, health care providers and other services where they live, work and thrive. Experts have used the term “age-friendly” for the last 15 years to describe and assess successful approaches to improving quality outcomes for older adults in cities, workplace, homes and provider settings. Providers around the globe are innovating and creating “age-friendly” best practices to better serve fast growing populations of older adults. Consumers too are recognizing and adopting this term, fueled by consumer-facing media in the U.S. that has used the term over 300,000 times in just the last two years. A missing link in this burgeoning “age-friendly” ecosystem has been a feedback loop: the ability for providers to collect consumer feedback at scale and use it to guide the creation of better programs and services that truly live up to the promise of “age-friendly.” User-generated rating and reviews sites exist in many categories (like travel) to promote authenticity, create trust and drive purchasing decisions. To date, a comparable site that elevates and connects “age-friendly” providers with older adults has not existed. AgeFriendly.org aims to address this gap. More

Music for Dementia

Music for Dementia is a cross-sector national campaign to make music an integral part of dementia care in the UK. We already include more than 200 organisations from the NHS, care sector, third sector and music sector plus thousands of individual supporters, many with lived experience. All over the country there are pockets of excellence, where general practitioners are prescribing music, musicians are leading dementia choirs and music therapists are providing specialist services. Carers and individual families are discovering the difference that can be made to the life of someone living with dementia, by choosing the right song or piece of music at the right time. Music is the powerful, but as yet underused tool for supporting people living with dementia and must become an integrated part of dementia care. Music for Dementia is calling for greater collaboration between government, the music sector, health and social care and communities working at the grassroots to ensure that everyone living with dementia has access to music as part of their dementia care. WHO Technical Advisory Group for Measurement, Monitoring and Evaluation of the UN Decade of Healthy Ageing

With the adoption of the United Nations (UN) Decade of Healthy Ageing (2021–2030) by the 73rd World Health Assembly on 3 August 2020 and by the 75th General Assembly on 14 December 2020, countries have committed to 10 years of concerted and collaborative action to improve the lives of the older people (defined as age 60 years and over), their families and the communities in which they reside. To enable countries to monitor and evaluate the Decade's progress and impact, a monitoring and evaluation framework and standard set of indicators and measures are needed. These indicators should monitor healthy ageing, social determinants of health, health conditions, behaviour risks and well-being of older people. Guidance on measures, data collection, analysis and reporting are urgently needed to support global, regional and national monitoring of the actions, programmes and policies. To provide advice on the monitoring and evaluation framework, prioritizing and standardizing indicators and how to improve ageing and health measurement globally, WHO, in collaboration with UN DESA, UNFPA, ITU, ILO, UN Women, established the Technical Advisory Group (TAG) for Measurement, Monitoring and Evaluation of the United Nation's Decade of Healthy Ageing (2021-2030). SHIFT (Sexual Health In the over ForTy-fives) Project

SHIFT (Sexual Health In the over ForTy-fives) is part of the Interreg 2Seas Programme, receiving funding from the European Regional Development Fund. Running from 2019 to 2022, the project involves partners from across the “2Seas” region: UK, The Netherlands, and Belgium. The objective of SHIFT is to empower people aged over 45 to participate in sexual health services, and improve their sexual health and wellbeing. There is an additional focus on socioeconomically disadvantaged groups across the 2Seas region. As the SHIFT Evaluation Partner, the University of Chichester has thus far carried out both qualitative and quantitative Needs Assessments on the awareness, attitudes and needs relating to sexual health and wellbeing among adults over the age of 45 in the 2Seas region. Additionally, they will be carrying out a final evaluation of the project in 2022. More

This ACTIVE toolkit provides evidence-based guidance on the key approaches to promote and enable older people to be physically active, regardless of who they are, where they live, or their intrinsic capacities (for example their visual or cognitive abilities) or whether they live with chronic conditions (for example, diabetes, hypertension, and arthritis). Participatory video for meaningful engagement of older people: a toolkit

This toolkit by the World Health Organization (WHO) shows how the process known as “participatory video” (PV) can be used to ensure meaningful engagement of older people and contribute to the UN Decade of Healthy Ageing (2021–2030). The aim of this toolkit is to provide people working to implement the Decade with practical ways to understand and use the methods in the PV process for meaningful engagement of older people, to amplify their voices and foster healthy ageing everywhere. The toolkit sets out steps in planning, preparing, equipping, facilitating and managing PV, including obtaining consent and use of the films for dialogue with decision-makers and for wider advocacy. This toolkit is based on the approach, methods and experience of a pilot PV Voice project conducted by WHO for the Decade during 2020–2021 in which case studies were conducted in communities in three countries: Canada, Jordan and Togo. Supporting the implementation of the United Nations Economic Commission for Europe's Guidelines for Mainstreaming Ageing, this expert workshop format consists of a half-day (in person or online) to discuss with national experts and stakeholders how ageing issues can be mainstreamed across government policy. Central to mainstreaming ageing are, on the one hand, age-sensitive research and the involvement of all actors and, and on the other hand, cross-sectoral coordination and cooperation as well as alignment with international policy frameworks. The workshop introduces the concept and methods of mainstreaming ageing, and draws on lessons learnt from gender mainstreaming to stimulate a discussion on whether a similar approach may be used to include the dimension of ‘ageing’ in all policy areas. UNECE Training Workshops on age-sensitive analysis and age-responsive policy formulation

Supporting the implementation of the United Nations Economic Commission for Europe's Guidelines for Mainstreaming Ageing, this training workshop format consists of one or two days in which participants are introduced to age-sensitive analysis of data and policy documents focusing on the identification of age-based inequalities, analysis of possible root causes and actions needed to address them. A reference guide and facilitators' guide (for workshops at the national as well as the local level) have been developed to facilitate replication or adaptation of this workshop format which was piloted in the Republic of Moldova and in in Georgia. UNECE Online Course on Mainstreaming Ageing

Based on the United Nations Economic Commission for Europe's Guidelines for Mainstreaming Ageing, this interactive course introduces the five stages for developing a strategic framework to mainstream ageing. Guided by the fictional moderator Patricia and her friend James, the course first introduces the concept of mainstreaming ageing and explains how to get started. It then covers the objectives and content of conducting a situation analysis, along with the need to identify the strategic vision, objectives, and activities required to realize them. Finally, the course emphasizes the importance of developing a monitoring and evaluation system to assess progress towards the goal of mainstreaming ageing.
